Green public procurement (GPP) is a means to make
public purchases of goods and services ‘green’ by applying
environmental criteria to procurement procedures of Local Authorities
and the Public Administration.
Buying green means choosing a certain product
or service also on the base of the environmental impacts that
it can have over its life cycle, that is during all phases of
the production process, from the extraction of raw materials to
waste disposal. GPP is thus the instrument that allows for the
substitution of current products and services with others that
have a reduced impact on the environment.
The environmental criteria are thus useful to
give preference to those goods and services that:
• optimize the service offered
by the product;
• reduce the use of natural resources;
• reduce the production of waste;
• reduce pollutant emissions;
• reduce dangers and risks.
